Aquatera Closing Community Depot located at Recycle Plus II

MEDIA RELEASE

Aquatera Utilities Inc.

Grande Prairie, AB – With the addition of multi-family recycling, Aquatera will begin to see the phased closing of a number of depots. The first depot to be closed will be the Recycle Plus II Depot located at 7601 Resources Road as of March 30, 2012. All depots in Grande Prairie will be closing by July 2012.

Customers who use that depot can still use two nearby depots at St. Joseph School or D’Coy Armouries, which is just off 100 Street on 89 Avenue. Apartments and condominiums in that area will be serviced by the new multi-family recycling program in the near future.

Customers in the areas of South Patterson, Country Club and Country Side South may contact Aquatera’s Recycling Manager at 780.830.7062 for details regarding these changes.

Quotes:

·         “We look forward to our multi-family recycling program roll-out so all the citizens of Grande Prairie can reduce their environmental footprint.”

·         “ The Recycle Plus II Bottle Depot is not closing, only Aquatera’s drop-off recycling depot adjacent to it. Customers are still able to return bottles at this location.”

Aquatera Proposes New Recycling Rates

MEDIA RELEASE – March 26, 2012

Aquatera Utilities Inc.

Aquatera Proposes New Recycling Rates

Grande Prairie, AB – Recycling rates will drop for most households in Grande Prairie as on-site recycling is introduced for all households by July.

Single-family dwellings will see a drop of $3.21 per month, which comes as a result of all community recycling depots closing by July. The multi-family dwelling rate will increase $1.18 per month as those dwellings will receive new, on-site services, by July. Currently, the single-family rate is $12.21 per month, and the multi-family rate is $7.82 per month. Aquatera is proposing a flat-rate of $9.00 per month for recycling for all customers, effective July 1. Bylaw changes to reflect the rate change and new service will go before the City of Grande Prairie’s Environment Committee later today.

The drop in the single-family rate follows through on a commitment to reduce recycling costs that was made by Aquatera when curbside recycling was approved by council in 2010.

Aquatera announced in January that on-site recycling will begin rolling out to condominiums, apartment buildings, and modular home parks starting next month. Most will be serviced using blue bags, with a small amount of dwellings to be serviced using blue carts, which also require items to be placed in a blue bag. Materials accepted at both single and multi-family dwellings will be the same – all paper, cardboard, boxboard, metal/aluminum cans, and hard plastics numbered one through seven.

Aquatera is responsible for recycling services for all dwellings in the City of Grande Prairie. Curbside blue bag service was introduced in September to single-family dwellings, and introduction of on-site service to multi-family dwellings will roll out in phases over the next three months. Depots will close in phases beginning immediately, with the depot adjacent Recycle Plus II Depot on Resources Road closing this week.

Aquatera will continue to provide recycling drop-off services at their Eco Centre and Waste Management Facility (landfill) for city customers. The cost for drop-off services is built into the monthly recycling rate.

Quotes:

·         “We are excited to follow through on our commitment to reduce rates for single-family dwellings, while seeing a small increase for multi-family customers with their new and improved service.”

·         “The increase in cost for multi-family customers works out to 27 cents per week, and introduces convenient, on-site recycling services, for those customers.”

·         “Most condominiums, apartments and modular home parks will receive service using blue bags. A small number will use blue carts which also require materials be put in a blue bag.”

Aquatera to Power Treatment Plants from Landfill Gas

MEDIA RELEASE – 1 March 2012
Aquatera Utilities Inc.

Aquatera to power treatment plants from landfill gas.

Grande Prairie, AB – Aquatera launched a unique project in Alberta today, which will see their water and wastewater treatment plants powered by landfill gas by late 2013. It will be the first in Alberta to combine bioreactor technology and landfill gas-to-energy on a large scale.

The project will provide a significant opportunity to stabilize rates for Aquatera customers and will substantially reduce greenhouse gases.

The landfill gas-to-energy project would see Aquatera capture landfill gas – half of which is methane gas – and use it to generate electricity to power their adjacent water and wastewater treatment facilities. It will largely eliminate the need for using electricity from the power grid, which it will remain connected to for both backup and in order to supply excess electricity from landfill gas generators. Aquatera’s landfill is the most northern site in Canada to capture landfill gas, and has been piloting the system for several years.

Decomposing waste creates landfill gases, and leachate, the liquid from decomposing waste, is circulated in the landfill to increase decomposition. As organics are a fuel source for landfill gas, the curbside yard waste program will continue. An organic food waste collection program will not be necessary in the future as this organic material is needed to increase decomposition.

Customers can expect the project to help stabilize rates, as it will lower Aquatera’s electricity costs, with annual power production from landfill gas estimated at 8.3 GWh, increasing to double that over time. Based on the Alberta average household electricity usage, the landfill gas from Aquatera’s landfill would power up to 2,300 homes at the peak of the project. In addition, the life of their bioreactor landfill will be increased, and provide the opportunity to sell carbon credits and excess electricity.

A significant reduction in greenhouse gases is expected from the project – equal to removing 8,800 to 18,800 vehicles from the road each year over the 30 year life of the project.

The exciting project will be operational in late 2013 after receiving appropriate regulatory approvals and completion of construction.

A video explaining the project is available on Aquatera’s YouTube channel at www.youtube.com/aquateradotca or through their web site at www.aquatera.ca.

Quotes:
• “Gas from our bioreactor landfill will largely power our water and wastewater treatment plants, which serve a population in excess of 65,000 people.”
• “In the peak years of the project, the landfill gas-to-energy will be equal to removing 18,800 vehicles from the road, while generating electricity equivalent to powering 2,300 homes.”
o Bernd Manz, CEO of Aquatera

• “Methane gas is very harmful to the environment, and the ability to turn it into energy for use at our own facilities makes this a win-win scenario.”
• “We are proud to rewrite the rules on what a company can do to make this a greener world to live in while benefiting our customers and shareholders by saving significant costs.”
o Andy Beal, Chair of Aquatera’s Board of Directors

• “Aquatera’s use of landfill gas as a sustainable source of energy will help to bring greater
• “I applaud their commitment to green energy and the reduction of greenhouse gas emission and look forward to seeing this project completed.”

o   Wayne Drysdale, MLA Grande Prairie – Wapiti

• “Nearly a decade in development, this project reaffirms Aquatera's commitment to innovative practices that benefit the environment and its customers.”
• “Residents of the City can be proud to know that their solid waste is being handled in a way that is environmentally conscious and fiscally responsible.”
o Mayor Bill Given, City of Grande Prairie

Top Recycling Community in Grande Prairie

Grande Prairie, AB – Which area of Grande Prairie has the best blue baggers? During October, which included Waste Reduction Week, Aquatera had a friendly neighbourhood competition in Grande Prairie to determine which area recycled the most per household. Aquatera’s 2011 Recycling Neighbourhood of the Year was the Monday collection day.

Communities in the winning area include Northridge, Royal Oaks, Crystal Ridge, Crystal Lake Estates, Copperwood, Kingsgate, and Lakeland. The area recycled an average of 5.7 kilograms per household for a total of 17.5 tonnes.

For the month of October every kilogram of recycling placed at the curb in Grande Prairie was measured and calculated based on the number of households in the area. While it came down to the wire with Friday’s collection day coming in a close second at 5.6 kilograms per household, the other areas of the city were not as close, averaging as much as 40 per cent less than the winning neighbourhood.

The title of 2011 Recycling Neighbourhood of the Year carries obvious bragging rights, and Aquatera will host a community event this spring for those who have Monday as their collection day.

While the curbside competition was for fun, it does carry a serious message. Aquatera encourages all customers in Grande Prairie to reduce their garbage by recycling everyday items such as paper, cardboard, metal cans, and hard plastics numbers one through seven into their blue bags.

Ranking of the five collection days, including neighbourhoods:

  1.  Monday – 5.7 kg/household - Northridge, Royal Oaks, Crystal Ridge, Crystal Lake Estates, Copperwood, Kingsgate, and Lakeland
  2.  Friday - 5.6 kg/household - Mission Heights, Westpointe, Pinnacle Ridge, and O'Brien Lake
  3.  Wednesday - 4.3 kg/household - Patterson, South Patterson, Country Club West, Country Club Estates, Countryside North, Signature Falls, Countryside South, and Summerside
  4. Thursday - 4.0 kg/household - Avondale, College Park, Downtown, Swanavon, Highland Park, Smith, Cobblestone, and Riverstone
  5. Tuesday - 3.4 kg/household - Montrose, Hillside, Mountview, Crystal Heights, Ivy Lake Estates, Crystal Landing, and Woodgrove

Quotes:

  • “Congratulations to everyone who recycles every Monday! You are making a true impact on turning your waste into something new, not just landfill.”
  • “We will be doing this competition annually, and anticipate adding a second measurement to look at your garbage versus recycling weights.”

Condos and Apartments to Receive On Site Recycling Starting in the Spring

Media Release - January 30, 2012

Grande Prairie, AB – Many of Grande Prairie’s condominium and apartment residents will have on site recycling starting this spring as Aquatera launches multi-family recycling. The program will offer the same service single-family customers receive at the curb, including accepting the same materials together in a blue bag.

Beginning April 1, Aquatera will phase in multi-family recycling across the city, with all apartments and condominiums receiving the service by July 1. Rates will rise slightly on July 1 to reflect the improved service over the current community depots, which will be closed over the same period.

Rates for single-family customers will also reduce on July 1 as the community depots are closed, as the costs for depots are currently shared between single-family and multi-family customers.

Customers across the city will all have access to either curbside or on site collection of recycling, a first for Grande Prairie. Materials accepted at both single and multi-family will be the same – all paper, cardboard, boxboard, metal/aluminum cans, and hard plastics numbered one through seven.

Aquatera will present adjusted rates for approval by the end of April.

Quotes:

·         “We know our customers in multi-family units want this service and are eager to have recycling on site. We are pleased to offer this so quickly after launching curbside recycling last Fall.”

·         “When curbside recycling was introduced in 2011, we committed to reducing the single-family rate when the community recycling depots were closed, and plan to follow through with that commitment.”

No Collection Route changes for Grande Prairie over the holidays in 2011

MEDIA RELEASE – December 23, 2011

Grande Prairie, AB – Aquatera’s waste collection days will not change over the holiday season this year in Grande Prairie. Recycling and garbage trucks will pick up waste on regular collection days and Aquatera has a few reminders to help with excess waste in the next few weeks.

Recycling is a great way to eliminate overfull garbage carts. Typical holiday waste includes many recyclables. Paper wrapping material with bows removed, cardboard and boxboard boxes with plastic and metal removed, and hard plastics numbered one through seven are all accepted in the curbside blue bag program. Small pieces of cardboard and boxboard go in the blue bag while only large pieces of cardboard can be collapsed and placed under blue bags. There is no limit to the amount of blue bags allowed, but the rules of the program are strictly enforced to ensure all materials in blue bags are clean and recyclable.  Recycling must be at the curb by 7:00 a.m.

Christmas tree recycling at curbside will begin Monday, January 23 and continue to Friday, February 3. Please reduce the size of the trees to four feet.

Styrofoam is accepted at Aquatera’s Eco Centre, and includes Styrofoam packing blocks and food containers. All Styrofoam must be clean of dirt and other materials including tape, plastic and metal.

Other items accepted at the Eco Centre and landfill includes old electronics, cardboard, and Christmas trees.

Garbage carts must have lids down all the way, with wheels to the curb, and be one metre away from any objects, including blue bags. If you have excess garbage, you can buy bag tags at Aquatera or most grocery stores, and can then place extra tagged garbage bags one metre from your garbage cart. Garbage should always be bagged, regardless of whether it is in the garbage cart or tagged in bags.

Additional garbage can also be taken to Aquatera’s landfill. Hours will be shortened on Monday, December 26 and Monday January 2 with the landfill operating from 9:00 a.m. to 4:30 p.m. instead of the normal 8:00 a.m. to 5:30 p.m.

The landfill and Eco Centre are closed Christmas Day and New Years Day.

Refusing to recycle now added to criteria for naughty list inclusion

MEDIA RELEASE

North Pole Inc. via Aquatera Utilities Inc.

Grande Prairie, AB – The North Pole released a revised list of what it will take to get you on Santa’s Naughty List. While the list has changed little over decades, helping the environment by changing a habit has steadily worked its’ way to the top of the list when it comes time for Santa to choose those virtuous enough to make the nice list.

Added to the naughty list will be anyone who does not recycle. Luckily in Grande Prairie, recycling became much easier this past year.  It’s as easy as items being clean and dry and put in a blue bag instead of garbage. All paper gift wrapping, cardboard, boxboard, metal cans, and hard plastics numbers one through seven can now go into blue bags for collection day. While recycling is easy, reusing and reducing are just as simple. Make sure to reuse gift bags from last year, and be sure to save them for next year. This saves money and helps the environment.

Make sure to remove foil, twist tie wraps, plastic, and bows from your recycling, as these items cannot be recycled.  Aside from plastic bags and wrap, glass, and food waste, most waste from holiday unwrappings can be recycled in the curbside blue bag program. While this will help keep you off the naughty list because of your recycling habits, the rest, is up to you.

Quotes:

·         “Reducing, reusing and recycling are an important part of our toy shop operations here at the North Pole.”

·         “If I can make the changes at this time of year with everything I have going on, there’s no reason you can’t change your habits.”

o   Santa Claus, North Pole Inc.

·          “Get your blue bag to the curb by 7 a.m. if you want the recycle truck to pick it up. They start working as early as we do, not a moment to spare!”

o   Buddy Elf, North Pole Inc.

·         “Recycling is a waste of time. You should hold onto everything you find! Don’t let your gift wrapping be recycled into a book. Stack your garbage in your home for your friends to take a look!”

o   The Grinch, Perennial Naughty List candidate

Part 4 - Inspections Find Loads of Recyclables

MEDIA RELEASE – November 10, 2011

Aquatera Utilities Inc.

5 in 5: Part 4 – Inspections Find Loads of Recyclables

Note: Out of respect to families involved with the recent collision, we delayed the final two of the 5 in 5 series until this week. We compliment local media who did an honourable job covering a very difficult story from many angles over the past few weeks.

Grande Prairie, AB – There’s more in that load going to the landfill than a heap of garbage. At least that’s load inspections at Aquatera’s waste management facility found in late October.

Aquatera conducted 10 voluntary inspections of customers who were dropping off materials for disposal into landfill with a focus on educating residents on what could be recycled.

Materials that were diverted to be recycled from the loads headed to the landfill included:

Recyclables for either the Eco Centre or Waste Management Facility:

  • Cardboard
  • Propane bottles
  • Beverage containers

Recyclables for only the Waste Management Facility:

  • Metal rim for a vehicle tire
  • Metal framing and other metals
  • Wood waste
  • Bicycle tire

Recyclables for only the Eco Centre

  • Paints and solvents

Aquatera has extensive recycling programs available, and diverts over 12,000 metric  tonnes of material from landfill through a mix of curbside and drop-off recycling opportunities.

 Quotes:

“Our customers were happy to learn that they could recycle many items versus putting them in landfill.”

  • Marcedes Braumberger, Operations Manager, Waste Management Facility (landfill)

“Good Changes.”

  • Customer who visits Waste Management Facility at least eight times a year

Part 3 - Drop Off and Double Up Recycling Opportunities

This is the third in a series of five media releases about waste reduction over the next week.

5 in 5: Part 3 – Drop Off and Double Up Recycling Opportunities

Grande Prairie, AB - Recycling only starts at the curb in Grande Prairie, as you can double up recycling at two drop off locations provided by Aquatera.

Recycle centres are common in most municipalities, and Grande Prairie is no different. Aquatera’s Eco Centre provides a large amount of recycling options just outside downtown, off 100 Ave south on 105 Street. Electronics such as old TV’s and computers highlight the centre’s recycling options, as Aquatera customers rank as the highest electronics recyclers in Alberta.

Other items accepted include household hazardous waste – which is basically any household item with a warning label on it – like cleaners, varsol, and household chemicals - add to a program which accepts leftover paint and stain. Used motor oil and filters, vehicle batteries, propane tanks, used cooking oil, fluorescent light tubes, CFL bulbs, and cell phones also start a new life at the Eco Centre. The newest items accepted include microwaves, DVD’s, stereos and Styrofoam.

There is no additional cost to drop items at the Eco Centre, which is open year round at least six days a week.

Out at Aquatera’s landfill, it’s not just a big heap of garbage. Several items accepted at the Eco Centre such as propane tanks, electronics, and vehicle batteries are also accepted at the landfill. You also have the opportunity to recycle refrigerators, metals, clean fill, yard waste and tires.

Commercial customers have the opportunity to recycle cement powder, metal, gypsum board, and wood.

Items brought to the landfill will have a tipping fee applied with a minimum charge of $10.  There are some materials accepted free of charge if they are not a mixed load such as yard waste and cleanfill. Aquatera’s landfill is found by driving south on Resources Road or Highway 40 and turning in on the correction line on the edge of the city.

What is the result of using additional drop off recycling options? A recycled item gets a new life as a new product such as a cooking pot or rubber surfaces at playgrounds.

Quotes:

·         “Almost everything you acquire will become waste. Using all recycling and reuse options allow that material to be used again.”

·         “Customers diverted almost 12,000 metric tonnes last year from our landfill. This reduces lifelong landfill costs while increasing the expected life of the landfill, so far by two decades!”

Part 2 - First Municipal Styrofoam Recycling Program in North America at Aquatera’s Eco Centre

This is the second in a series of five media releases about waste reduction over the next week.

5 in 5: Part 2 – First municipal Styrofoam recycling program in North America underway at Aquatera’s Eco Centre

Grande Prairie, AB – There is a hot squeeze going on at Aquatera’s Eco Centre as Styrofoam is now accepted and condensed at the drop off location. The new program is the first municipal recycling program in North America using a thermal (EPS) condenser.

Styrofoam is very common, and is used in packing products in boxes as well as for holding food. Foam of other types can often be confused with Styrofoam, which is the only foam that will snap apart when twisted.

Aquatera’s program accepts Styrofoam food containers as well as packing materials, so long as any other material is removed. Even a small piece of plastic can jam the condensing machine, so all tape, paper, plastic and metal must be removed.

Aquatera’s condenser will reduce the size of Styrofoam to remove nearly all air. The plastic output – referred to as an ingot - will eventually be shipped to Japan for re-processing into new plastic materials such as covers and cases for most electronics.

Since late August, Aquatera has recycled the equivalent of two school buses full of Styrofoam, which has been condensed to the size of a refrigerator.

Quotes:

·         “Styrofoam can only be dropped off at the Eco Centre. We do not collect it at your curb.”

·         “It is very important that customers take the time to remove all plastic, metal or paper from their Styrofoam as even smallest piece can jam the condenser.”

·         “We are very excited to be the first municipal program in North America to recycle Styrofoam by condensing at a 50 to 1 ratio.”

Part 1 - Neighbourhood Recycling Competition a Highlight of National Waste Reduction Week

Grande Prairie, AB - Which neighbourhood has the best blue baggers? Next week, residents in each neighbourhood in Grande Prairie will have a chance to show they want to reduce the waste going to landfill by putting blue bags to the curb.

Every kilogram of recycling placed at the curb from October 17 to 21 will be measured. Neighbourhoods will be compared on weight per customer, with the winning neighbourhood winning the title of Aquatera’s 2011 Top Recycling Neighbourhood. The title comes with a community event hosted by Aquatera in the spring, and bragging rights for the year. The competition will be kicked off with a proclamation on Monday by Mayor Bill Given, which will kick off National Waste Reduction Week.

Recycling is easy. Aquatera customers can start being blue baggers now with the four easy steps.

1.      Always make sure all materials are clean and dry.

2.      Start with simple items in your blue bag:

a.       Paper – ex. newspaper, flyers, phone books, office paper, wrapping paper that can be torn easily

b.      Boxboard – remove liners – ex. tissue, cereal, cracker boxes

c.       Cardboard – collapse – place smaller pieces in blue bag and larger pieces underneath

3.      Add these items to your blue bag when you are ready to double your recycling:

a.       Metal / Aluminum Cans – rinse clean – ex. soup, vegetable, fruit cans, as well as aluminum pie plates

b.      Hard plastics #1 through #7 – rinse clean – ex. muffin trays, ketchup bottles, plant pots, vitamin containers

4.      Place at the curb on your collection day, one metre to the left of your garbage cart handles.

The addition of curbside recycling saw an increase in recycling weight of 20% compared to September 2010 when the depot system was the only option for recycling regular household items. A total 205 metric tonnes was recycled at the curb or depots instead of ending its life at the landfill in September.

Dedicated blue baggers are encouraged to help their neighbours and friends get more recycling at the curb this week.

Quotes:

Grande Prairie, AB – A new species of colourful and playful dinosaurs were recently discovered playing at the site of the new Multiplex. The dinosaurs live in Aquaterasaurus Land, Grande Prairie’s first indoor water playground.

Aquaterasaurus Land boasts a large playground structure, complemented by lots of water coming from all angles, including a huge bucket, water cannons, and a waterslide.

Aquatera Utilities provided a Leadership Gift of $250,000 over 10 years to support the Multiplex. Aquatera will also have educational information on all waste cans in the facility as well as an interactive kiosk.

Over 1.3 million gallons of Aquatera water began filling the four pools this week in preparation for the December opening of the Multiplex. The facility includes squash/racquetball courts, a field house, fitness gym, running track, and a large aquatic activity area which includes Aquaterasaurus Land.

Quotes:

·         “Aquatera is pleased to support a facility our customers will enjoy, and one that will provide significant economic impact for this region in the future.”

·         “Aquaterasaurus Land is an adventure-filled playground where children will be able to see how fun water mixed with dinosaurs can be!”

o   Andy Beal, Board of Directors Chair, Aquatera Utilities

·         “The City of Grande Prairie appreciates the significant contribution that Aquatera is making to the Multiplex but also to the community.”

·         “It is so appropriate in a facility that has such an amazing aquatics feature that Aquatera provide the water to make it all come together.  We know Aquaterasaurus Land will be a huge hit with the community. Thank you Aquatera.”

Update - City Service Bulk Water Station Reopened

Grande Prairie, AB – The bulk water station at the City Service Centre has reopened. The bulk water station was closed for two days due to the loss of a data connection that was damaged during recent construction near the station.

All fill stations at the City Service are working, including PIN and coin operated lines.

A further shut down may happen in the near future to replace the temporary data line with a permanent line, although Aquatera is aiming to have continued service during the replacement.

Aquatera thanks customers for their patience during this unplanned closure, and staff are making arrangements to ensure it is less likely in the future.

A Month of Rain Equals Smell as Lagoon is Drained

MEDIA RELEASE – July 4, 2011

Aquatera Utilities Inc.

A Month of Rain Equals Smell as Lagoon is Drained

Grande Prairie, AB – A lagoon used to handle excess flows of wastewater from heavy rain events is near full, and will now generate smell as Aquatera shifts the wastewater to their treatment facility.

Although the shifting of the liquid is completed overnight, the smells may linger through part of the day, and may spread from south Bear Creek across the city depending on wind patterns.  Staff at the facility try to minimize the spread of the smell to days with less wind, however, they must ensure the facility is prepared for future rain events.

Aquatera’s wastewater treatment facility can treat 22 million litres a day, with excess flows - such as 72 million litres a day received on June 24 - diverted to the lagoon. Close to 50 million litres of raw wastewater was forced into the lagoon during June.

When Aquatera’s wastewater facility is upgraded in the next few years at a cost of $45 million, the facility will be able to treat 66 million litres a day.

Although the region’s wastewater and storm water systems are separate, drainage from such things as sump pumps and roof water runs into the wastewater system from some properties. Property owners are encouraged to ensure their sump pumps and roof water does not enter the sewer system, which is also a violation of local bylaw.

The smell will continue for at least a month as Aquatera works to return the lagoon back to a normal level by treating the excess wastewater.

Quotes:

  • “Our wastewater lagoon will generate some smell over the next month as we try to catch up with excess rains throughout June.”
  • “We ask property owners to ensure sump water and roof water is not draining into the sewage system – part of the reason we have 50 million more litres of liquid to treat from June.”
  • “We are sorry for the smells created by the lagoon, and are doing what we can to minimize the spread to less windy days, while preparing for future rain events.”

Aquatera Releases its 2010 Annual Report

MEDIA RELEASE – June 21, 2011

Aquatera Utilities Inc.

Aquatera Releases its 2010 Annual Report

Grande Prairie, AB – Aquatera’s 2010 Annual Report shows the company’s commitment to workplace safety and employee expertise is showing excellent returns.

For the first time in company history, no lost time injuries occurred last year. Aquatera achieved this success through participation in safety programs, regular health and safety audits, and an internal health and safety team that conducts worksite inspections, and promotes health and wellness through education and events.

In addition, the utility company saw increased certification levels among its employees. Specialized skills and expertise throughout the company ensure Aquatera can deliver quality products and services, especially in an environment where regulations are becoming more stringent.

The Annual Report also showed a net income last year of approximately $8.3 million due to stronger revenues and more effective control of expenses. Aquatera is working to implement a number of initiatives to reduce operational costs such as undertaking some tasks that were formally contracted out, as well as consolidating customer, technical and administration staff into one building – a move which will take place later this year.

While improved profitability will help the company to be more sustainable and allow it to better manage capital projects, Aquatera is still challenged with addressing a $45 million upgrade to their Wastewater Treatment Plant. The upgrade is required to meet regulatory requirements and increased regional capacity.

Other highlights in the report include:

  • Automated garbage cart collection was implemented in Grande Prairie
  • Aquatera’s landfill gas collection system converts landfill methane to CO2  and is the equivalent of removing about 1450 vehicles from the road
  • 2010 saw a 23% increase in revenue waste from 2009, mostly as a result of one-time demolitions of major buildings
  • Curbside recycling for single family dwellings will commence September 1, 2011
  • Shareholders approved changes to corporate bylaws and the Unanimous Shareholders Agreement, creating a more financially sustainable corporate framework while reducing pressure for future rate increases
  • The first customers of the West Aqua Water System began receiving water
  • Aquatera’s Water Conservation program is having an impact. Customers are using 26% less water on average since 2001
  • 2010 saw the completion of the Clairmont Main Lift Station upgrade, which doubles capacity at the existing facility at a fraction of the cost of a new Regional Lift Station
  • Aquatera customers can now engage with the corporation through social media such as Twitter, Facebook, and FourSquare

The 2010 Annual Report can be viewed online at www.aquatera.ca.

Quotes:

  • “Zero lost time injuries is an achievement to be proud of, and we’re very appreciative of the efforts our employees have made to accomplish this goal.”
  • “Our commitment to workplace safety and increasing employee expertise and certification levels translates into improved quality of services and better customer service overall.”
  • “While we had the best fiscal performance to date, Aquatera must address a number of capital projects, including a $45 million upgrade to our Wastewater Treatment Facility to meet more stringent provincial regulations.”

MEDIA RELEASE – June 21, 2011

Aquatera Utilities Inc.

Aquatera Sets New Foundation for Future

Grande Prairie, AB – The last step in the transition to a fully public Board of Directors took place at yesterday’s Aquatera Annual Meeting, with the final four directors taking their place as members of the nine-member Board.

Gerry Marcotte, retired local business owner with extensive industry experience was appointed by the shareholders at the meeting.

Also starting their terms were David Urness, a chartered accountant and partner at Meyers Norris Penny, Chris LaBossiere, business owner with strong industry background, and Jim Smith, who worked for Proctor and Gamble and Weyerhaeuser. The three individuals were appointed by shareholders in January.

The four newest board members will replace City of Grande Prairie Mayor Bill Given and Councillor Helen Rice, County of Grande Prairie Reeve Everett McDonald, and Sexsmith Mayor Claude Lagace.

Aquatera Utilities Inc., owned by the City and County of Grande Prairie and Sexsmith, agreed unanimously last year to appoint only public members approved by all shareholders. The new model replaces the original model, which included representatives from each of the shareholders.

Three other members, already serving as Directors, were appointed in January. They include Abe Neufeld, local business owner, Darren Kjemhus of ATB Financial and ATB Corporate Financial Service, and Kenneth Cory, past executive vice-president of finance and administration at Epcor Utilities Inc.

Public member Rick Pfliger, local entrepreneur, and Aquatera Chair Andy Beal of Stefura Greber & Beal LLP Barristers & Solicitors, will remain on the Board.

The new nine member Board - an increase from seven - will reflect a diverse background of occupations, experiences and expertise.  Terms will range from one to three years initially.

Members were selected through a nomination process as well as advertising.  Nominees were reviewed by a Board committee and approved by all shareholders.

Quotes:

  • “Though the final change to our Board structure formally took place at our Annual Meeting with our last public Board member appointment, the structural changes within Aquatera have been going on for some time, and we’re seeing some really positive results.”
  • “Financial changes will improve the long-term viability of the company, allowing Aquatera to reinvest more earnings in infrastructure, while taking pressure off future rate increases.”
  • Andy Beal, Aquatera Chair
  • “The combination of experience and skill-sets that each of the Directors brings to the table will ensure that, as Aquatera moves into the future, it will be an even stronger and sustainable organization.”
  • “The new Board will continue to be highly accountable not only to the shareholders, but to the needs of the communities Aquatera serves.”
  • Reeve Everett McDonald, County of Grande Prairie
  • "The new Board members bring a high level of business acumen and experience that will now be working to the benefit of residents in the City, County & Sexsmith."
  • Mayor Bill Given, City of Grande Prairie
  • “This group of Aquatera Board members will bring expertise and dedication to this corporation.”
  • “ We believe that Aquatera will gain confidence with their customers knowing that political influence has been replaced with the business insight and tenacity of this new Board.”

Grande Prairie Residential Water and Sewer Costs Closer to Alberta Average

MEDIA RELEASE – June 1, 2011

Aquatera Utilities Inc.

Grande Prairie Residential Water and Sewer Costs Closer to Alberta Average

Grande Prairie, AB – Water and wastewater utility costs have improved in comparison to other jurisdictions in Alberta over the past year. The annual survey, conducted by the City of Edmonton, shows an improvement for Aquatera’s residential customers when compared to other areas of Alberta.

The survey did not consider municipal tax subsidies or payments to municipal shareholders.  Aquatera does not receive tax subsidies from the municipal tax base, but does pay dividends and franchise fees to municipal shareholders.

Payments to shareholders from municipally-owned utilities such as Aquatera are also not accounted for in the survey. Aquatera customers paid an average of $17.50 each month to the company’s Grande Prairie shareholder in dividends and franchise fees.

Grande Prairie is the smallest and most northern Alberta city in the tax and utility charges survey.

Key points from the survey:

  • Power rates are 550% more than water or wastewater rates in Grande Prairie
  • Residential water cost per month in Grande Prairie was $31.27, which is below the Alberta average of $32.82
  • Aquatera’s residential wastewater cost per month was $4.00 above the Alberta average
  • Grande Prairie wastewater rates will increase in the future, due to a $45 million upgrade to Aquatera’s wastewater treatment plant required by 2016. The upgrade is required to meet future provincial regulations and regional capacity. Rates will continue to increase steadily unless alternative funding, such as a government grant, is found for this major upgrade
  • Garbage costs in the survey include those areas where garbage collection cost is included or subsidized by the tax base, and therefore does not provide an accurate comparison

Quotes:

  • “Our economy relies partly on Aquatera remaining affordable, and we are always looking for ways to ensure our water, sewer and garbage rates remain competitive.”
  • “Overall, water and sewer rates are comparable with the rest of the province, especially when factoring in payments Aquatera provides to shareholders and the reality we are not subsidized from the tax base.”
  • Tim Conrad, Communications Manager

Collection Route Changes in Grande Prairie

MEDIA RELEASE – May 30, 2011

Aquatera Utilities Inc.

Collection Route Changes in Grande Prairie

Grande Prairie, AB – A small number of residents may have a different garbage and yard waste collection day as of Monday.  The changes are being made to make it easier for street cleaning and snow clearing, and to organize routes more naturally.

Approximately 1500 homes are impacted by the changed days. Aquatera’s customers received an insert with last month’s bill which explained the changes and provided the new map, which is also available on Aquatera’s web site.

Quotes:

  • “The city has grown greatly since the original routes were designed, and these changes make our routes more natural, combining some of those areas where your neighbour had a different pickup day than you.”
  • “Most customers are not impacted by this change, but we ask all customers to review the flyer from their bill, or check out the map on our web site.”

Styrofoam recycling coming to Aquatera’s Eco Centre

MEDIA RELEASE – April 21, 2011

Aquatera Utilities Inc.

Styrofoam recycling coming to Aquatera’s Eco Centre

Grande Prairie, AB – One of the lightest things in Aquatera’s landfill will be finding a new home soon. This summer, the company’s Eco Centre will begin recycling Styrofoam.

Styrofoam is very cheap to produce but is costly to the environment as it takes an enormously long time to break down. Research suggests it takes Styrofoam over 1,000 years to degrade.

When disposed, it occupies valuable landfill space despite being made up of 98% air and only 2% plastic.

Aquatera will use a condenser to reduce the size of Styrofoam and remove nearly all air. The plastic will then be shipped to Japan for re-processing into new plastic materials such as DVD cases and picture frames.

Styrofoam needs to be perfectly clean to be recycled. The program will begin by accepting Styrofoam from packing materials first, and will expand acceptance criteria in the future to include other types of Styrofoam.

Customers will be able to drop off Styrofoam at Aquatera’s Eco Centre when the program begins this summer.

Quotes:

  • “We will be one of a few in Alberta, and the most northern community to offer Styrofoam recycling.”
  •  “By adding Styrofoam to our extensive recycling program, we will be leading Alberta in diverting waste from landfill.”
  • “As a longer term goal, we will assist other municipalities with recycling their Styrofoam.”
    • Amy Horne, Recycling Manager

  • “Styrofoam is one of the biggest challenges for any landfill as it takes up valuable space. We are excited it will be diverted to become a recycled product in the near future.”
    • Marcedes Braumberger, Landfill Manager

Information Package Shows Aquatera Dividends and Zero Lost Time Injuries in 2010

MEDIA RELEASE – April 20, 2011

Aquatera Utilities Inc.

Information Package Shows Aquatera Dividends and Zero Lost Time Injuries in 2010

Grande Prairie, AB – Stability is a big word as Aquatera presents their 2010 annual information package their shareholders beginning today. The report provides information on priorities of the company, and progress toward short and long term projects.

Construction ranged from sewer trunk main extensions to a new cell at the landfill.  A stabilized customer base, zero lost time injuries and increased recycling were some of the highlights of 2010. One challenge was increased pollutants at the Clairmont sewage lagoon, which will result in an education and enforcement campaign this year.

Natural Water Source Creates Earthy Smell in Water

MEDIA RELEASE – April 18, 2011

Aquatera Utilities Inc.

Natural Water Source Creates Earthy Smell in Water

Grande Prairie, AB – Nature is sending your water source its biggest volume of water of the year over the next few weeks. Aquatera says that earthy smell is a good thing and your water is continually safe to drink.

Aquatera’s water source is the Wapiti River, which extends past Grande Prairie all the way upstream to Wapiti Lake – which is high in the mountains of British Columbia.

Each year, as ice and snow melt from the mountain source of Aquatera’s water, every frozen stream, pond and forest quickly thaws and runs into the Wapiti River. This adds an abundance of natural organic material to the water that is not present through the winter. The result is a sudden smell of earth in the water, which is a great sign that your water is very close to nature’s aquifers.

Aquatera puts a greater effort into removing the organic material this time of year; however, not all material can be removed. Although Aquatera does add more chlorine to the water, chloramines are what give the smell of chlorine as it reacts with organics.

The chlorine dosage is slightly higher than other times of the year. Both the chlorine and organic levels remain well within provincially approved amounts and Aquatera's water is completely safe for consumption.

Tips to reduce the earthy or chloramines smells in tap water:

  • Run your tap a little longer before getting a glass or pitcher of water
  • Pour water from your tap into a water pitcher and leave it sit on the counter or in the fridge

Quotes:

  • “We are extremely fortunate that the only thing flowing into our water source is nature. Many regions in the world wish they had a water source which is purely natural like Aquatera’s.”
  • “You can help reduce the earthy and chloramines smells by running your tap before getting a glass of water, or pouring a pitcher of water and leaving it sit on a counter or in the fridge.”
  • Jeff Johnston, Chief Operations Officer

South Bear Creek Trail Bridge Reopened

Media Release - April 12, 2011

Aquatera Utilities Inc.

South Bear Creek Trail Bridge Reopened

Grande Prairie, AB – The trail bridge in Muskoseepi Park, adjacent 68 Avenue, has reopened after temporary repairs were completed yesterday. Users of the trail and bridge should be cautious of mud and loose gravel which will be present until repairs are completed later this spring.

Water washed away parts of the trail and area around the bridge, which resulted in the trail being closed on April 5. Landscaping and paving will be completed later this spring once the frost has come out of the ground.

Aquatera oversaw the repairs with the assistance of a contractor and City of Grande Prairie crews.

Shareholders appoint six directors to Aquatera Board

MEDIA RELEASE – January 31, 2011

Aquatera Utilities Inc. / City of Grande Prairie / County of Grande Prairie / Town of Sexsmith

Shareholders appoint six directors to Aquatera Board

Grande Prairie, AB – Aquatera’s shareholders have unanimously appointed six new members to the Aquatera Board of Directors.  Three of the members will be appointed effective immediately, while three additional members will begin their terms effective the Annual General Meeting in June.

The three members appointed for terms beginning immediately are Abe Neufeld, Darren Kjemhus and Kenneth Cory.  Three additional members - Chris Labossiere, David Urness, and Jim Smith - will be appointed effective at the June annual meeting.

Shareholders agreed last summer to change the composition of the Board of Directors from a mix of politicians and public members to only public members who are appointed unanimously by all three shareholders.  Today’s decision also increases the board size from six to nine members, allowing for a diverse set of experience within the board.  Terms range between one, two and three years, and will be established at the annual meeting.

The nomination process began with a nomination process which included advertisements and reaching out to members in the community who may have been interested in applying for the positions.  Those nominated were reviewed by a committee which included City of Grande Prairie Mayor Bill Given, County of Grande Prairie Reeve Everett MacDonald, and Town of Sexsmith Mayor Claude Lagace.  The Board of Directors then recommended the appointment of the new members to Aquatera’s shareholders, who unanimously agreed to the appointments of the six members.

Quotes:

  • “I'm proud to see the range of professional expertise we'll be able to add to the Aquatera board with these appointments.”
  • “The new director's business experience will benefit our customers as the board works to balance the need for quality water, solid waste, and recycling programs with the costs of providing those service”.
    • Mayor Bill Given, City of Grande Prairie

  • “We are pleased to announce the appointments that will complete the transition to a public board.  The incredible knowledge these new members bring to the board will allow Aquatera to be a stronger and sustainable corporation that benefits the entire region.”
    • Reeve Everett MacDonald, County of Grande Prairie

  • “The Town of Sexsmith supports the re-structuring of the Board of Aquatera.  The new board, comprised of astute business leaders will be an advantage in utilizing their expertise to guide the company. ”
    • Mayor Claude Lagace, Town of Sexsmith

  • “I am really excited by the new appointees to the Aquatera Board.  The new members bring a lot of expertise and experience to the Board”.
  • “On behalf of the Board I want to thank everyone who applied.”
    • Andy Beal, Chair of Aquatera Utilities Inc. Board of Directors

Hydrants need a helping hand

Media Release - January 20, 2011

Aquatera Utilities Inc.

Hydrants need a helping hand

Grande Prairie, AB – Somewhere in a snowbank near your property is a fire hydrant that may be desperately needed on a moment’s notice.

Aquatera and local fire departments are urging the public to clear out hydrants near or on their property regularly so they can be used at a moment’s notice by fire crews in the region. Fire hydrants should be easily accessible from the street, and have clearance of one metre on all sides of the hydrant, as well as two metres on each side of the hydrant.

Aquatera provides approximately 2300 hydrants throughout Grande Prairie, the County of Grande Prairie and Town of Sexsmith, as part of service agreements with municipal governments.  Hydrants are typically located 200 metres or less from each other, and provide fire crews quick and easy access to water in emergencies.

Quotes

  •  “Adopting a hydrant and keeping it clear of snow could be one of the most valuable things you will ever do for your home.”
    • Tim Conrad, spokesperson
  • "While shovelling your driveway, please take a few extra minutes to clear any nearby fire hydrants.  Your assistance helps us perform lifesaving work that could save your neighbour's home or your own."
    • Chief Everett Cooke, County of Grande Prairie Fire Department

Two Year Business Plan Presentation to Shareholders

Media Release – January 12, 2011

Aquatera Utilities Inc.

Two Year Business Plan Presentation to Shareholders

Grande Prairie, AB – Aquatera’s business plan for the next two years will be presented to shareholders beginning today.  The plan focuses on completing strategic priorities in the utility’s three business units – water, wastewater and solid waste.

Included in the plan are increases in most utility rates.  Typical monthly increases range from $4.76 to $5.56 per month beginning this year, depending on the community and the services offered. Increases are due to several factors:

  • The cost customers pay increasing to equal the cost of the service provided in certain communities (specifically Clairmont and Sexsmith)
  • Increases in our everyday costs to provide utility services
  • Investment in capital upgrades equal to $61 million over next five years

The largest increases are in wastewater rates in all communities, but for varying reasons.

In Grande Prairie, wastewater rates are increasing to fund a $45 million upgrade to the wastewater treatment plant to meet new regulations and increase the capacity of the system.  The upgrades will be funded fully by charges to customers; however, Aquatera is lobbying the provincial government to provide grant funding to support the upgrades.

In Sexsmith and Clairmont, the rates are increasing to meet the cost of providing the service in those systems.  Currently, the Sexsmith and Clairmont systems do not provide revenue equal to the cost of the systems.

The business plan also presents the challenges of $61 million in capital upgrades over the next five years.  The debt level required over the next five years reaches near the maximum allowed by the utility, and also results in a number of necessary capital upgrades being delayed.

The business plan will be presented to all three shareholders – the City of Grande Prairie, County of Grande Prairie, and Town of Sexsmith - over the next two weeks.  The shareholders will be asked to review the business plan and approve bylaw changes to reflect new rates effective March 1, 2011.

Quotes

  • “In the past two years Aquatera made operational changes and reduced costs to compensate for the changes in the local economy.”
  • Our overall costs do not change much with usage.  We still have the same amount of pipe in the ground, we still have the same treatment facilities, and we have to keep all of our highly trained staff to meet regulations.”
  • Doug Anderson, Chief Financial Officer

  • “We will be working with our MLA’s and MP to pursue funding opportunities for the wastewater plant upgrades, which are being driven largely by more stringent regulations and leading to higher wastewater rates.  This is a provincial regulatory issue resulting in major capital upgrades to meet regulations in many communities across the province, not just Grande Prairie.”
  • Andy Beal, Chairman of the Board of Directors
